>> hello. welcome to "meet your district supervisor." we are here with supervisor carmen chu from district four, which includes the central and outer sunset and park side neighborhood. supervisor chu was elected to the board of supervisors in 2008 and reelected in 2010. we will get to know her and talk about the toughest issues facing the city. welcome, supervisor. thank you for joining us. let's start by talking about your background -- where you grew up, what kinds of jobs you have work. supervisor chu: my parents immigrated to the united states about 30 years ago, and i would say that is probably the most formative part of my background. growing up in an immigrant family, you learn many things. my parents raised me in southern california, and i grew up in the restaurant business. they had a small restaurant at the time, and i was there every weekend, working -- well, not working, eating. having a fried egg roll, wanton, something good. it taught me the value of working hard and what it meant to be part of a small business, a small business -- a small business, small family, and

carmen chu and i and a number of other supervisors engaged in a lot of discussions about what our neighborhood small businesses could benefit from as we saw indications of our budget recovery. and clearly we understood and have always understood the role of small businesses. and they're the backbone of the city and our office of economic development was headed by todd who is here and joaquin is helping out with the investment neighborhood strategy. we wanted to really demonstrate that, our commitment. not just by saying it, but actually doing things that would really support our small business. scott and henry and many others, benny and others who have been around us know that my favorite thing is to go to a neighborhood commercial corridor like terra val or out in the sunset noriega and have meals or breakfast or a cup of coffee and really find out all the distinctions that each neighborhood has to offer. i've been a big supporter of our commercial corridors. historically and all my different capacities. but as mayor, i think we get to do something pretty big. so, with the small

monies that supervisor chu also had and making sure that we used it wisely, we decide that had we would create this a-d-a small business access program in conjunction with asian neighborhood services and northeast credit union. we would not only provide some free assessments by certified access specialists that would come out here to the commercial corridors like irving, like noriega and taraval in our investment neighborhood strategies, they would offer these free assessments that would do the inspection and allow the small businesses to understand what all the challenges are. so, it begins with that assessment. and then with the monies that we do have, we wanted to follow-up with our sf shines programs and other programs that we have and offer a combination of grants and micro lending loan programs that are available to these businesses so they can make the corrections in an affordable way. this is our city's attempt, it is fully supported by the board of supervisors, and this program i think now has its ability to be launched and have -- really meet these access challenges in a

it is... there is something wrong with actually commissioner chu? >> thank you, i just want to echo my support for supervisor weiner's comments. i think that it is great to be able to have the personnel committee meet to be able to go through some of the piece and kind of bring perhaps, a set of ideas to us. but i think that it is very important for our members of the commission, even the folks who are not on the committees to be able to play an active role in the structure of how it is that we go forward and engage in a process to a higher new director and i think that as supervisor chu mentioned what the structure of this body should look like, what the current structure works? do we think that we could do it differently? >> i think that it is something that we ought to take a look at and make sure that whoever we bring on board will be in line with what we are thinking moving forward and so, i think that it is important, and in that regard to be able to have the engagement of more members of this body than not. >> thank you. >> and commissioner, weiner? >> yeah, and in fact, it m

. and we have a presentation by katy tang, ladies and legislative aide to carmen chu. >> i think that the legislation before you is pretty basic. last year sb293 was signed into law at the state level, and our legislation proposal before you today is actually very much in line with what state was doing. no. 1 is that it makes it a requirement in the city for prime contractors to pay their subcontractors within 7 calendar days. previously, there -- or currently there is actually no requirement from the city to make payment within a certain amount of days. however, i just want to make note that under chapter 14b, there is a requirement to pay lbes within three days. so we feel that again the seven calendar days in line with the state law is something that will help with cash flow issues, especially during our tough economy. this is very inline with some of the legislation that supervisor chu has worked on in past to help make it easier for contractors working with our city. the second change, very basic also has to do with enforcement of this provision. so again, we're mimicking what st

president david chu, jed, mr. silverstein. thank you. how lucky are we? over the past few weeks we have seen america's cup, fleet week, giants home games, 49ers and countless other festivals. as we sit here a few hours from another great day of san francisco sports, with the 9ers hosting the seahawks, going to beat them. hosting the cardinals in st. louis and winning game four. today we can celebrate the bid for the next super bowl in san francisco and bay area. as has been mentioned the super bowl is a world class event and deserves a world class city and world class region to host it. as a kid who grew up here in san francisco and in the fall to trek every sunday to candlestick park to watch the 49ers play, now this is such an exciting time that we get to have the chance to host the event that we only got to watch on tv for the past few decades. what an incredible time for our city. even if the super bowl's played down the road in santa clara, for us, these are the san francisco 49ers. always have been, always will be. san francisco 49er fan also be so excited and come together a
